List all settlements that match the given query params.

• start_date: Filter only settlements that were created on this date or after.
• end_date: Filter only settlements that were created on this date or before.
• external_id: Filter only settlements from the tenant with this ID.
• payment_status: Filter only settlements with this payment status. Available Values are:
  • "UNSETTLED": Settlements that were not charged from Livble yet.
  • "UNVERIFIED": Settlements that were charged and are still processing.
  • "FAILED": Settlements that were charged but the transaction failed.
  • "VERIFIED": Settlements that were charged and the transaction was completed successfully.
