List all settlements that match the given query params.
- start_date: Filter only settlements that were created on this date or after.
- end_date: Filter only settlements that were created on this date or before.
- external_id: Filter only settlements from the tenant with this ID.
- payment_status: Filter only settlements with this payment status. Available Values are:
- "UNSETTLED": Settlements that were not charged from Livble yet.
- "UNVERIFIED": Settlements that were charged and are still processing.
- "FAILED": Settlements that were charged but the transaction failed.
- "VERIFIED": Settlements that were charged and the transaction was completed successfully.
